Background: In 1997, the federal, provincial,
and territorial governments jointly established an initial goal
of reducing inactivity by 10% over five-year span from 1998
to 2003. The Canadian Fitness and Lifestyle Research Institute
(CFLRI) was mandated by the Interprovincial Sport and Recreation
Council (ISRC) and the Physical Activity Unit of Health Canada
to monitor the progress toward a goal of reducing physical inactivity
levels of Canadians through 2003. This goal was achieved. Subsequently,
in 2003, the federal, provincial, and territorial governments
reviewed progress to date and jointly resolved to establish
the goal: to increase physical activity levels nationally and
in each jurisdiction by 10 percentage points before the year
2010. The Ministers extended the Canadian Fitness and Lifestyle
Research Institute's mandate to monitor progression towards
this goal.The Institute monitors physical activity levels of
Canadians through its Physical Activity Benchmarks Program,
which examines a different theme related to physical activity
annually. Monitoring is carried out through two vehicles: the
Physical Activity Monitor, which focuses on individual Canadians;
and a "Capacity" or "systems" component,
which focuses on the capabilities of a specific environment
to support the physical activity of individual Canadians. Over
the past five years, the Institute has examined a host of determinants
related to physical activity for a variety of populations and
settings, including:
- employees and workplaces;
- children and schools;
- community members and municipal sports and recreation departments;
and,
- physical activity messages received and understood by Canadians,
and the systems in place to transmit them.
This evaluation is focused on the products and services of the
Benchmarks program. Specifically this includes the Physical
Activity Monitor and the Capacity surveys. It also includes
information services that stem from this research, such as the
web site, and responses to telephone inquiries.
